
The Directorate-General of the Treasury and Financial Policy is attached to the Office of the State Secretary for the Economy of the Spanish Ministry of Finance and the Economy. Its functions are governed by Royal Decree 1552/2004 of 25 June, whereby the basic constitutional structure of the Ministry of Finance and the Economy is developed.
The responsibilities of the Directorate-General of the Treasury and Financial Policy include:
- The management of the State Treasury, overseas payments, State guarantees, the minting of currency and central payment arrangements, the authorisation and control of Treasury accounts and the management of the General Deposit Fund.
- The study and management of and making of proposals as regards State borrowing and financial risks corresponding to the State debt portfolio, as well as the promotion of the distribution and liquidity of that debt.
- Financial policy management and development, along with the drawing up and processing of provisions related to financial and credit institutions, to security markets, to payment systems and instruments, to the system of listed companies and good corporate government, and to capital movements and economic transactions with other countries.
- The exercise of the powers geared to the prevention of money laundering established in Law 19/1993 of 28 December, and investigative and inspection duties aimed at preventing violations of the legal system corresponding to capital movements and economic transactions with other countries.
- The coordination of all financial and monetary issues in the Economic and Financial Committee of the European Union.
