Central Procurement of Goods and Services 

Conecta Patrimonio. Sistema de Licitación y Contratación Electrónica de la Dirección General del Patrimonio del Estado

Article 190 of Law 30/2007 of 30 October on public sector contracts, specifically establishes the authority of the Directorate-General for State Assets to act as a single procurement centre for the General State Administration, its autonomous bodies, management bodies and shared services of the Social Security and other state-run public entities.

The centralised procurement system is a model for purchasing goods, works and services that have special characteristics that enable them to be used in general by all the departments of the General State Administration.

The CONECTA-PATRIMONIO application of the Subdirectorate-General of Procurement http://catalogopatrimonio.meh.es, offers the following services:

  • In general terms, information on the system, applicable regulations on administrative procurement and forms for joining.
  • For Public Bodies that use the system:
    • Consult the Catalogue of centralised procurement goods and services.
    • Compare products from the Catalogue.
    • Create product ""shopping baskets"" .
    • Print applications for goods and services or send them electronically.
    • Track the status of various applications for goods and services.
    • Receive notifications relating to applications for goods and services.
    • Information on contracts awarded.
  • For contract-winning companies:
    • Consult the Catalogue of centralised procurement goods and services.
    • Create a product ""shopping basket"" (own products only).
    • Print applications for goods and services (own products only).
    • Create and send upgrade proposals.
    • Electronic tender processes for procurement.
    • Information for registering in the Voluntary Register of bidders in the centralised procurement system.

This system is intended for all Organisations belonging to one of the following administrations:

  • General State Administration and its Autonomous Bodies.
  • Management Bodies and shared services of Social Security.
  • National Public Bodies.

Pursuant to article 189 of Law 30/2007, of 30 October, Autonomous Communities and Local Entities and the autonomous bodies and public entities dependent on these may also benefit from Public Sector Contracts and may join the state centralised procurement system regulated by article 190 of said law, benefiting from all the provisions, services and works included in said system or certain categories of these only. In order to join, the corresponding agreement with the Directorate General of State Assets must be terminated.
