In order to facilitate the fulfilment of this legal obligation, and in development of the provisions of Article 115 of the General Regulations of the Public Administrations Contracts Law, theOrder EHA/1077/2005, 31 mars, has established the formats and specifications of the computer and telematic media that will be used for sending details of the contracts adjudicated after 1 January 2005 which have not been communicated on the date of the Order coming into effect.
With the same end, the Ministry of the Treasury makes available to all the procurement agencies of the various public Administrations the necessary computer applications for the telematic management of said communications.
For their use, the managers of the agencies obliged to notify of the adjudicated or amended contracts must first be registered in the system, completing the electronic Access Application form to the telematic contract notification service. Once this application has been processed, they may use the functions available for the telematic notification of the details of contracts or enable other users in their organisation to complete it.
For contracts adjudicated prior to 1 January 2005, the existing models prior to the publication of the Order will remain in effect. Said regulation provides for online processing with an Excel file.
The model consists of completing a file in excel format using templates that can be downloaded from the portal of the Ministry of Finance and which contain the tables, tips and checks required for its correct completion. The following templates have been created:
In either type, the resulting file with the details of the contracts to be communicated must be sent by e-mail to the following address:
Tables for codifying the object of the contract according to the year of award:
- In the case of contracts awarded in or before 2007 the object of the contract will be codified using table CPA02
- In the case of contracts awarded in or before 2008 the object of the contract will be codified using table CPV03
- The matter of the contracts awarded as of 2009 (inclusive) shall be encoded with the table CPV08
