For the purposes of the Public Administrations Contracts Law, individuals or organisations, Spanish or foreign, that have the full capacity to enter into contracts, accredit the relevant business classification or, as the case may be, solvency, and do not incur any of the events regulated in the eleven sections of Article 20 of the Contracts Law are eligible to contract with the Public Administrations.
