The Central Administrative Tribunal of Contractual Appeals consists of a Chairman and two Members.
Chairman: The chair of the tribunal is appointed by the Cabinet and is jointly proposed by the Ministry of the Economy and Finance and the Ministry of Justice.He must be a career civil servant, from a body or rank requiring a Law degree, and have at least fifteen years' professional experience, preferably in the sphere of Administrative Law directly relating to public contracts.
Members: The Members are appointed by the Council of Ministers and are jointly proposed by the Ministry of the Economy and Finance and the Ministry of Justice. Career civil servants, from a body or rank requiring an honours or ordinary degree, with at least fifteen years' professional experience, preferably in the sphere of Administrative Law directly relating to public contracts, may be designated as members of this tribunal.
The Chairman and Members of this tribunal are appointed by the Cabinet and are jointly proposed by the Ministry of the Economy and Finance and the Ministry of Justice.
There is also a General Secretariat responsible for co-ordinating the processing of the appeals presented, as well as monitoring them, issuing the rulings for their processing and notification, and driving the proceedings, and other tasks expressly assigned it by the chairman.
Finally, it should be remarked that the Central Administrative Tribunal of Contractual Appeals, despite its title of tribunal, is not a jurisdictional body. In fact, despite its functional independence, it must be remembered that it forms part of the Ministry of the Economy and Finance through its Sub-secretariat.
